Council OKs Water Delivery

Tyler City Council members approved a water delivery contract with the city of Whitehouse at their regular meeting Wednesday.

I think it's a good deal for the city of Whitehouse and the city of Tyler," said Council Member Steve Smith. "Hats off to the mayor and city staff for working this out."


On Aug. 26, Whitehouse city leaders accepted a 25-year contract with Tyler to supply potable water to the community. In the contract, Tyler offered a demand rate of $18,056. The demand rate would be divided among the 2,576 meters within Whitehouse. The effective rate -- the amount charged in addition to the demand rate, based on usage -- is $1.87.


The contract includes a maximum daily demand multiplier of 1, meaning Tyler promises it will never increase Whitehouse's demand rate more than 1 percent of Tyler's. If Tyler's demand rate goes up by 5 percent, the city cannot increase Whitehouse's demand rate by more than 6 percent.


Under the 25-year contract, Whitehouse has an "early-out" option, which means it could get out of the contract at an earlier date without paying a penalty if the city can provide residents with potable water through another source.


Whitehouse city officials have said residents can expect to see an increase in their water rates beginning Oct. 1. Right now, residents who use 2,000 gallons of water in a month pay $17.70. Beginning Oct. 1, the cost for 2,000 gallons of water will be $27.20.


In other business, Council members approved the following:


Resolution ratifying acceptance of TxDOT Project Grant agreements in the amount of $285,281 to provide public transportation.


Ordinance amending City Code, Chapter 6, to clarify provisions related to definitions, electrical licenses, examinations, inspections, homeowners' rights and electrical permits.


Construction contract for channel improvements at 624 E. Lake St. to Hartbeat Construction, in the amount of $66,660.


Bid acceptance of $23,400 from Tex-Sand Sports Turf Specialty, Inc. to construct a girls' fast pitch softball field at Faulkner Park.


Final payment of $519,621.71 to Oncor for replacement of three existing lattice towers associated with the Grande Boulevard, Phase 2 project.


Final payment of $58,207.88 to Oncor for replacement of 26 existing structures associated with the Grande Boulevard, Phase 2 project.


Awarding of an oil and gas lease on three land tracts totaling 151.815 surface acres in the Tyler Landfill.


Appointments to various city boards.

Purchase of 13 Genesis II Radar units from Decatur Electronics, Inc. for $20,735.


Purchase of 10 Whelen Freedom Light Bars from Teletouch Communications, Inc. for $22,750.


Awarding of Bid No. 08-056 for asphalt and street materials to Armor Materials.


Awarding of Bid No. 08-055 for Sak-Crete gravel mix and Portland Cement to Sam R. Hill Lumber Co.


Awarding of Bid No. 08-057 for utility cut base repair material to J&S Sand and Gravel.


Donation of a training building valued at $20,000 from the Tyler Police Foundation for the Tyler Police Department firing range.


Awarding of the 2008-09 fiscal year annual contract for clay pipe fittings to Mission Clay Products.


Awarding of the 2008-09 fiscal year annual contract for ductile iron fittings to Municipal Water Works.


Awarding of the 2008-09 fiscal year annual contract for ductile iron pipe to McWane Cast Iron Pipe Co.


Awarding of annual contract to Aqua Metric Sales Co. for purchase of water meters, transceiver units and register units.



Awarding of the 2008-09 fiscal year annual contract for concrete meter boxes and lids to Coburn's Supply.


Extension of the annual price agreement with Vincent Graphics & Supply for office furniture and equipment.


Extension of Bid No. 07-043 for one year to furnish rented uniforms and floor mats from Aramark Uniform Service.
